Heineman says school aid formula needs change
Governor Dave Heineman says the state aid to schools formula is broken.
Heineman told the Rural Radio Network that he concerned the way the current formula will negatively impact rural school districts.
Heineman says the formula is hard to understand and doesn't bring "predictability or stability." Heineman added because of the increase in ag land valuation there will be a shift in funding from rural Nebraska to urban Nebraska based on resources versus needs.
Heineman says he has proposed a 5% increase in state aid to special education that he says all schools will benefit from, not just a few.
