Bluffs council delays approving inter-local agreement
The Scottsbluff City Council Monday night delayed its approval of a new Inter-Local agreement with Scotts Bluff County for operation of the consolidated Communication Center. The agreement includes a formula for funding capital improvements to the Communications Center based on population but the problem Monday night was language in the document.
City Attorney Howard Olsen expressed concern that the agreement does not say the County will provide the service. Olsen insisted it needs to specify that in the language.
Olsen also said the agreement also needs to detail all of the communities that will be served by the Communications Center and who will be responsible if one of the member communities decides not to participate.
The Council voted to send the agreement back to staff for more work.
