Dairy Group Appeals to Ag Secretary
International Dairy Foods Association President Connie Tipton wrote a letter to Ag Secretary Tom Vilsack last week saying he has the authority to circumvent the 1949 farm law's immediate impact on milk markets. IDFA Counsel Steven Rosenbaum has a memorandum providing a legal basis for the procedures described last week by Cornell Ag Economist Andrew Novakovic - requiring several weeks for USDA to implement the 1949 law's provisions before it would affect prices. Since USDA doesn't have regulations on record to implement the previous law - IDFA says USDA will need to develop new ones with a process that could take several weeks or months. If no action is taken by Congress by the end of today (Monday) - IDFA urges USDA to consider other legal authorities available to mitigate the impact of the 1949 Act - and if the agency decides it's required to proceed implementing the old law - IDFA urges USDA to proceed in a thoughtful, deliberate manner using the formal rulemaking process.
