Dulaney: 380 provisional ballots make election far from official

Scotts Bluff County Election Commissioner Vera Dulaney says her office has a week to count the high number of provisional ballots in Tuesday's election, and it could change things in close races.

Dulaney says 380 provisional ballots were cast, the highest number ever, mostly due to non-active voters who did not make changes in their names or addresses.

The provisional ballots are not from any one area and could impact close races clear across the county. The turnout Tuesday was 59%, down from 63% in the 2008 general election. 17% of the ballots cast were by early voters, a record for the county.
