Felony child abuse charges refiled against Scottsbluff couple
A Scottsbluff couple has been charged with felony child abuse regarding the cruel neglect and physical abuse of their son.
35 year old Carlos Herrera and his 29 year old wife Jennifer are accused of endangering the child's life by not providing necessary food, clothing, and shelter from 2005 until he was removed from their home in October of last year when he was nearly six years old. The complaint also accuses the couple of cruelly punishing the child resulting in severe bruising, a severe rash over a large part of his body, a shoe imprint across his forehead, and a black eye.
The court document says Police indicated the boy constantly asked for food, was thin and small in stature, nd had a protruded stomach when he was removed from the home. The documents say the child started growing when placed in the custody of the state and foster care and several doctors had diagnosed his condition as psychosocial Dwarfism as a result of a lack of nurturing and being a victim of abuse while in his parent's care.
The documents also say the couple tried to hide the child from Police during the investigation. Original child abuse charges had been dismissed earlier this year.
Carlos Herrera is being held on $50,000 bond, while Jennifer Herrera's bond is now $7,000 after their first appearance in court Tuesday. After their arrest, both were being held on a half million dollars bond.
