Scottsbluff Council approves Moreno resignation agreement
The resignation agreement signed between the city of Scottsbluff and former Police Chief Alex Moreno will provide him a financial consideration of $10,000 and all health insurance and retirement benefits through his effective resignation date of October 1st.
In the agreement approved by the city council Monday night, Moreno agrees to be a cooperative witness in all pending litigation against the City and the Police department and also waives his due process rights for any further claims against the City.
Moreno, who served as chief since January of 2005, resigned last week after he acknowledged having an affair with a woman who has sued him and the city in federal court. Moreno's admission came in a response to Villanueva's suit in which she alleges he harassed her and violated her rights after their sex affair ended.
Captain Kevin Spencer is serving as acting Chief.
