Johanns: "Business as usual" won't work in Washington

Nebraska U.S. Senator Mike Johanns says he hopes and prays that "business as usual" in Washington stops. He says the constant partisanship over everything is a waste of energy and it's not moving the country forward.

Johanns says the key to moving forward is to go back to regular order, produce the legislation, bring it to the floor - debate it, amend it and vote on it. He says passing a budget is critical, and would be a good start.

Johanns says lawmakers should solve these problems in a more thoughtful, careful way than lurching forward from crisis to crisis passing bills in the middle of the night just simply because you have a deadline that you've known about for two years.
