State law forces change in Bluffs Acting Police Chief

State law is forcing Scottsbluff to make a change in the person occupying the Acting Police Chief position as the city continues to mull how it will structure public safety in the future.

Captain Kevin Spencer has been in the Acting Chief position since the resignation of Alex Moreno last summer. But City Manager Rick Kuckkahn says Captain Brian Wasson is being placed in the Acting Chief position because of language in a state statute that restricts the amount of time one person can be in the position to four months during any fiscal year.

Kuckkahn says he is still getting input and researching the pros and cons of simply hiring another Police Chief or establishing a Public Safety Director that would coordinate Police, Fire, and Emergency Services.

Kuckkahn says he is finding "a mixed bag" of results and considerations if the city changes its current structure. He plans to make a recommendation to council in the next two to four weeks.
